Competitive Local Exchange Carriers (CLEC)
When launching service portfolios to cultivate new and lasting customer relationships or porting telephone numbers from other service providers, reliance on manual processes for an extended period can be inefficient. Using NeuStar's clearinghouse, competitive local exchange carriers (CLECs) have access to multiple incumbent local exchange carriers (ILECs) and can realize the financial and operational benefits of automated transaction exchanges while adhering to the latest industry standards.
NeuStar provides a number of services that can benefit CLECs as they pursue cost and operational efficiencies, including:
- Local Service Manager (LSM) capabilities encompass dovetailed service provisioning steps:
- Pre-Port Validation (PPV) service to allow CLECs to learn the correct current service provider associated with a telephone number and whether the number may be ported before submitting a local service request (LSR) to the ILEC.
- LSR to submit the porting request through a single interface to multiple ILECs. Rather than developing and maintaining unique interfaces across ILECs - responding to every procedural or system change - CLECs benefit from NeuStar's management of the multiple interfaces.
- Service Order Administration (SOA) to complete number porting activities by updating the Number Porting Administration Center (NPAC) and receiving confirmation that a specific number has been associated with a CLEC.
- Access Service Request (ASR) capabilities to order access to customer premises.
- Line Information Database (LIDB) and Calling Name (CNAM) Database functions to update numbers.
- Enhanced 911 (E911) to comply fully with public safety mandates by automating the provision of line identification information directly to public safety answering points (PSAPs) so that an emergency call may be routed correctly.
- Customer Account Record Exchange (CARE) Clearinghouse capabilities for seamless automation of the complex procedures that govern the exchange of customer records - including the FCC's recent ruling for compliance with mandatory, minimum standards - to conduct transactions in compliance with the Ordering and Billing Forum (OBF) industry standards while removing the need for CLECs to assume burdensome upfront capital investments in costly gateways.
- Bulk Hot Cut (BHC) service to assist in customer migrations necessitated by the FCC's UNE-P-to-UNE-L rulings via management of the approximately 20 different processes and system transactions that must occur to migrate a customer without disruption.
- Enhanced Service Request (ESR) capabilities to respond to emerging service providers' (ESPs') needs to port numbers for services like VoIP by providing an end-to-end solution to manage requests across multiple ESPs.
- Fiduciary Services: Legal Compliance capabilities to provide cost-efficient solutions for full compliance with all law enforcement legislation, including the Communications Assistance for Law Enforcement Act (CALEA), the US PATRIOT Act, and Homeland Security Acts. With NeuStar designated as the agent of record for the service provider, record production and trend analysis and reporting help CLECs to avert risk. Fraud Management capabilities to avert costly losses through systematic data gathering, analysis, reporting, and investigation.
